A method combining emission measurements of lines from a common upper level with hook measurements of lines from a common lower level has been applied to obtain 24 relative f-values of Ti I resonance lines without any assumption concerning the state of the plasma used. Modified cascaded arcs in titanium chloride vapor with argon as the carrier gas were employed for both the emission and the hook measurements. Starting from the 24 hooked resonance lines, 11 sets of relative f-values with a total of 33 additional lines in the wavelength region from 3900 to 7900 A were determined and then normalized by using the f-values of the resonance lines. The accuracies are estimated to be within 13% to 33%, and the method employed to measure the f-values is compared with a method that requires an LTE plasma. The f-values determined are compared with the results of two previous experimental investigations.
