Abstract: The 10th European Fusion Physics Workshop took place in December 2002 at Vaals in The Netherlands, hosted by the Trilateral Euregio Cluster (TEC: Associations EURATOM-ERM/KMS, FZJ and FOM), and sponsored by the European Commission and the Foundation SOFT. Within an overall theme of `Operational limits in toroidal devices, with particular reference to steady-state operation', four topics of importance to the future development of magnetically confined fusion were discussed in detail. In addition, a review of the JET scientific and technical programme under EFDA and an assessment of ITER's measurement requirements and diagnostic development programme were presented. The main issues discussed and the areas identified as requiring further study are summarized here.
