 Abstract: This chapter develops a theoretical framework which distinguishes between the sources for legitimation in European politics, which lies entirely within the state, and the exercise of public authority, which by contrast is often located on the European level. The model of a two-level polity imposes specific limits to the legitimacy of EU institutional action.
