Abstract:
The article reports that in Germany the interests of the trade unions and employers' associations on the operational level were considerably revamped by the policies under the constitution during the Weimar Republic from 1918-1933. As the result of this the role of the work councils and trade unions became important. The change of the interests of the work gave federations and trade unions more authority towards speech. Analysis of the activities of the federations to the welfare state related to the economic development of the region is further given in the article. In the context of fiscal bottlenecks of national social politics and the associated discussion over the occupation-restraining effect of the social expenditures is provided in the article. Problem solution options related to the case under discussion are also given in the article. Furthermore it is emphasized that if trade unions and employers' associations engage themselves in the operational and as fixed in the tariff social politics, then they operate social politics over economic activities in the systems of the operational and outside work relations.
Abstract:
In Deutschland sind die Interessen der Gewerkschaften und Arbeitgeberverbände an der betrieblichen und tariflichen Sozialpolitik seit der Weimarer Republik maßgeblich durch die Konstituierung und Konsolidierung der betrieblichen Mitbestimmung beeinflusst worden. Sie veränderten sich in Abhängigkeit davon, welche Funktionen die Arbeitsmarktpartner dem Betriebsrätewesen zuwiesen und welche Strategien Arbeitgeber und Gewerkschaften gegenüber diesem verfolgten. Der Wandel der Interessen der Arbeitgeberverbände und Gewerkschaften spricht dafür, Analysen über das Verhältnis der Verbände zum Wohlfahrtsstaat nicht auf ihre Aktivitäten im politischen Bereich zu begrenzen, sondern gleichermaßen die Voraussetzungen ihrer sozialpolitischen Aktivitäten im wirtschaftlichen Bereich zu thematisieren.
