 Abstract: In this analysis of recent conflicts over environmental protection policy in Western Germany, the author finds that the pattern of conflict can be traced partly to the structural characteristics of the policy system. Using legislation in the fields of air and water pollution and waste removal as examples, she shows that the major manifest conflicts arise during implementation at the state and local levels and are linked to the pattern of conflict resolution during policymaking.
