Abstract:
Nos últimos anos, empresas sociais passaram a oferecer alternativas ao governo da
pobreza e a ocupações informais de terra nas periferias urbanas brasileiras. Este artigo
baseia-se em pesquisa etnográfica com a maior startup envolvida na mediação
de acordos jurídicos de regularização fundiária em São Paulo. Mostramos como tais
negócios recriam tecnologias de intervenção tipicamente associadas ao Estado e ao
mercado, engajando moradores locais em encontros burocráticos contingentes pelos
quais a terra é deslocada para o mercado e residentes são convertidos em mutuários-
-pagantes. O conceito de burocracias cotidianas ilumina o funcionamento prático e
colaborativo dessas infraestruturas como dispositivos de gestão da espera, em que
vulnerabilidade, risco moral e associativismo são convertidos em atributos de subjetividades
aspirantes que projetam um futuro perfeito de titulação da terra.
Abstract:
In recent years, social enterprises have grown to provide market-ridden alternatives
for poverty governance and informal land occupation in Brazil’s urban peripheries.
This article draws on ethnographic research with the country’s largest
startup involved in mediating legal settlements between landowners and squatters
in São Paulo. It shows how such businesses recreate technologies of intervention
typically associated with the state and the market, engaging local dwellers in
emergent and contingent bureaucratic encounters through which land is brought
into market frames and residents are recast as mortgage-owners. The concept of
everyday bureaucracies illuminates the practical and collaborative functioning of
these infrastructures as timing devices whereby vulnerability, moral risk, and associativism
are woven into new aspiring subjectivities projecting a future perfect
of landownership.
