Abstract:
The present article aims to provide a historical account and analysis of the Technical Cooperation Agreement signed between Brazil and the Federal Republic of Germany in 1963. It seeks to problematize the specificities outlined at the global level regarding assistance and cooperation, as well as their implications within the Brazilian developmental project. The text is justified by the increasing number of works addressing the Brazil-Germany relations in the post-war period, considering that the 1963 Agreement was not merely an accessory to the implementation of the 1969 Science and Technology Agreement. Moreover, it brings a specific contribution through the concept of Hilfe zur Selbsthilfe (Help for Self-Help).
Abstract:
O presente artigo visa a historicizar e analisar o Acordo de Cooperação Técnica firmado entre Brasil e República Federal da Alemanha de 1963. Busca-se problematizar as especificidades delineadas em nível global entre assistencialismo e cooperação quanto e o assentamento desses conceitos junto ao projeto desenvolvimentista brasileiro. O texto encontra a sua justificativa no incremento de produções que versam sobre as relações Brasil-Alemanha no Pós-Guerra ponderando que o Acordo de 1963 não foi meramente um acessório para a implementação do Acordo de Ciência e Tecnologia, de 1969, além de trazer uma contribuição específica a partir do conceito Hilfe zur Selbsthilfe.
