Abstract:
Mit der Einführung des Euro wurde die Geldpolitik zentralisiert, die innereuropäischen Wechselkurse wurden unwiderruflich fixiert. Lohnaushandlungen finden aber weiterhin auf nationaler Ebene statt, die Gewerkschaften und Arbeitgeberverbände sind in allen Teilnehmerländern ganz unterschiedlich organisiert, und eine transnationale Koordination der Lohnpolitik findet bisher nicht statt. Kann der Euro ohne Lohnkoordiantion funktionieren? Warum gab es in Deutschland seit Einführung des Euro eine zurückhaltende Lohnpolitik? Tragen die deutschen Sozialpartner eine Mitschuld an der Eurokrise? Und könnte die Tarifpolitik helfen, die Eurokrise zu beenden?
Abstract:
With the introduction of the Euro monetary policy became centralized, the inner-European exchange rate became irrevocally fixed. Pay negotiations are, however, still conducted on national levels, trade unions and employer organizations are in all contributing countries differently organized, and a transnational coordination of wage policy has not been implemented. Can the Euro function without wage coordination? Are the German social partners in part responsible for the Euro crisis? And could tariff policy help to overcome the Euro crisis?

Avec l'introduction de l'euro, la politique monétaire fut centralisée ; les cours de change ont été irrévocablement fixés. Cependant, les négociations salariales continuent à se faire sur le plan national ; dans tous les pays membres de l'euro, les sydicats et les organisations du patronat sont organisés de facon différente ; jusqu'à ce jour, une coordination transnationale de la politique salariale n'a pas eu lieu. L'euro peut-il fonctionner sans coordination salariale? Pourquoi, depuis l'introduction de l'euro, la politique salariale en Allemagne a-t-elle été si modérée? Les partennaires sociaux allemands sont-ils coresponsables de la crise de l'euro? La politique tarifaire pourrait-elle aider à mettre fin à la crise de l'euro?
